Note
The random nature of surface waves implies that individual waves can be substantially higher than the significant wave height. Highest individual waves in a typical storm with typical duration are approximately two times the significant wave height.
Remark
Waves higher than roughly twice the significant wave height fall into the category of freak or rogue waves
